What does it mean?
The commercial register is an official record kept by a government authority, listing details of each trader or company: trade name, type of activity, address, and the names of partners or managers. The certificate that proves this registration is often called the commercial register as well.
How does it work?
The business owner submits an application with the required documents, such as articles of association for a company, and receives a registration number to use in official dealings. Procedures and fees depend on the type of business and its activity, so it is wise to check with the authority or a legal adviser first.
Some activities also need separate licences on top of registration.
Why does it matter?
Registration lets a business sign contracts in its own name, deal with banks, companies and government bodies, and apply for some tenders and programmes. Investors usually need it before any formal investment. But registration also brings obligations and costs, which is why many founders ask when the right time is.
In the Syrian context
In the union's reading of the "Entrepreneurs Gathering" WhatsApp group (January 2025 to October 2026), most discussion is about what holds founders back, including licensing apps and commercial registration. The Entrepreneurship Observatory (October 2026) also quotes a founder asking for temporary registrations and simplified procedures in the first year after launch.
In the live poll at the EntreStations launch evening (41 participants, September 2026), 32% said their company is officially registered, 16% had started the process and 52% had not yet. The programme's Structure track asks: when should I register my company, and how do I protect my rights without an early burden?
Example
A woman in Homs has sold homemade pickles to neighbours and on Facebook for a year. When a large shop asks her for a monthly supply with a formal invoice, she starts the commercial registration process so she can sign the contract.
Common questions
Do I need a commercial register to start my business?
In many cases you can test an idea before registering, but formal dealings with companies, banks and investors usually require it. Check with the relevant authority or a legal adviser about what applies to your activity.
What is the difference between a commercial register and a licence?
The commercial register proves the business exists as a trading entity. A licence is permission to carry out a specific activity. Some activities need both.
Do investors require the company to be registered?
Usually yes, before any formal investment, because they need a clear legal entity in which they own a share.
