What does it mean?

The informal economy, also called the informal sector, covers work and trade that is not registered with the authorities or protected by contracts and labour law. Its opposite is the formal economy, where a business is registered, keeps accounts, pays taxes and signs contracts with its staff.

How does it work?

It often looks familiar: a seller showing products on Instagram without a commercial registration, a workshop that keeps no books, or money moved in cash or through intermediaries. People choose it because registering is costly or complicated, or because the business is still small and uncertain.

Why does it matter?

Working informally makes it quick and cheap to start, but it closes important doors. Without documented numbers it is hard to get a loan or investment, and an unwritten agreement does not protect partners or workers. The International Labour Organization's Recommendation 204 supports a gradual transition to the formal economy. For a small business, the first step is often simply recording sales and costs regularly, well before formal registration.

In the Syrian context

According to the Entrepreneurship Observatory (October 2026), 76% of ventures sell through social media and only 2% through online marketplaces, which the Observatory calls a clear sign of informal activity that needs payment, shipping and platform infrastructure. The Observatory reads its findings partly through ILO Recommendation 204 on the transition to the formal economy.

The article reading the 2025-2026 investment report notes that many sales are real but leave no written trace a founder can show an investor, and that money sometimes travels through exchange offices or in cash.

Example

The owner of a children's clothing shop in Damascus has sold through WhatsApp for three years with no commercial registration or ledger. When he applies for a loan to expand his stock, he cannot prove his sales, so he starts logging every sale in a simple spreadsheet as a first step towards formality.

Common questions

What is the difference between the formal and informal economy?

In the formal economy a business is officially registered, keeps accounts and signs contracts. In the informal economy work happens without registration or written contracts, and usually without documented accounts.

Is informal work illegal?

Not always. Many informal activities, such as selling from home, are lawful in themselves but happen outside official registration. The main problem is that they leave the owner without protection or access to finance.

What is ILO Recommendation 204?

A 2015 International Labour Organization recommendation on the transition from the informal to the formal economy. It calls for making that transition easier step by step while protecting livelihoods.
